Fort Collins, CO Parking Rules: Curb Color Rules (2026)

Section 24-92(a) of the Fort Collins Municipal Code states flatly that no person shall paint or otherwise install house numbers on the curbs of City streets except as the Section allows, and directs the City Engineer to develop standard specifications covering the size, material and color of any numbers painted on curbs. Section 24-92(b) requires anyone who wants to paint house numbers on curbs to apply for a permit from the City Engineer on a supplied form. A permit is valid only through December 31 of the year it is issued, meaning a painting vendor must renew annually rather than operate on an open-ended license.

Before the City Engineer can issue the permit, the applicant must submit copies of all promotional material intended for the business, and that material must disclose the permittee's name, address and telephone number, the price to be charged, a statement that the painting service is a private service of the vendor and not a City project, and a statement that the City does not legally require house numbers to be painted on curbs. The Section requires the vendor to give that same disclosure material to every person it contacts for painting services, so a homeowner solicited door-to-door has to receive the pricing and private-service disclosure before agreeing to pay.

The City Engineer is also authorized to issue further rules and regulations reasonably necessary to enforce the Section, meaning additional administrative requirements can be layered onto the base permit process.
