Division 2 of Chapter 13, Sec. 13-35 through 13-38, establishes and governs Frederick's loading and unloading zones. Sec. 13-35 creates the zones by designation, and Sec. 13-36 sets the baseline duty for anyone using one: the owner or operator of a vehicle lawfully parked there 'must engage in loading or unloading in an expeditious and practical manner,' meaning idle occupancy without active loading activity is not protected.
