Frederick, MD Parking Rules: Street Parking Limits (2026)

Sec. 13-31 is Frederick's general on-street parking prohibition. Subject to a narrow exception in subsection (a) for avoiding a traffic conflict or complying with a police officer or traffic-control device, subsection (b) bars stopping, standing or parking a vehicle in any manner that obstructs the free flow of pedestrian or vehicular traffic, in front of a public driveway, on a sidewalk or crosswalk, alongside a highway excavation that would obstruct traffic, on a bridge or elevated structure, in a handicapped space without authorization, in a fire lane, in a bicycle lane, or outside the marked lines of a City parking lot or deck.

Sec. 13-43 layers on additional street-parking violations: parking in a curb area painted yellow or against a posted sign, parking anywhere prohibited at all times, standing within 5 feet of a fire hydrant or within 20 feet of an intersection, parking in front of a private driveway without the owner's consent, failing to park lengthwise and parallel to the curb (subject to the angled-parking and loading exceptions), and parking or standing on any street, alley or lane narrower than 18 feet at any time except to load or unload.

Sec. m. Enforcement across all of these runs through the citation authority in Sec. 13-42, tied to a fine schedule the City Council sets by ordinance or resolution, and Sec. 13-21 gives the City independent authority to impound any vehicle parked in violation.
