Utah County, UT Parking Rules: Loading Zones (2026)

UCLUO § 4.64, Off-Street Loading Space Required, sets the county's baseline standard: every building which receives or distributes goods, materials, merchandise, or supplies by vehicle must be provided with at least one off-street loading space, and one additional loading space must be provided for each vehicle which must be loaded or unloaded at the same time, whichever requirement is greater. The rule is built around actual simultaneous-vehicle need rather than a fixed count tied to square footage, so a busy warehouse with several trucks docking at once must provide loading capacity for all of them, not just one.

Placement of that loading space is governed by the companion section, UCLUO § 4.60, which states that parking and loading facilities may be located any place on the premises except for areas that are required to be landscaped, giving property owners flexibility in site design as long as landscaped areas stay clear. Loading facilities are also subject to UCLUO § 4.60's Plot Plan Approval Required clause: at the time a building permit is requested, or a land use changes in a way that needs additional off-street parking, the applicant must submit a plot plan showing the loading space along with parking and access aisles, and the Zoning Administrator will not approve the plot plan or permit if the loading layout does not comply. The county does not set specific operating hours for loading in the land use ordinance; the requirement is about providing physical space, not restricting when deliveries occur.
