Waco, TX Parking Rules: Loading Zones (2026)

Article VIII of Chapter 25 lets the city traffic engineer designate curb loading zones for both passengers and freight and requires signs stating the hours each zone is in effect under Section 25-191. Passenger curb loading zones, covered by Section 25-192, may only be used for the "expeditious loading or unloading of passengers," and a vehicle may not occupy the space for more than three minutes, except where the zone serves a hotel, in which case the limit stretches to 15 minutes. Freight curb loading zones, under Section 25-193, work differently: only commercial vehicles may stop there during the posted hours, for up to 30 minutes while loading, unloading, picking up, or delivering material, though the driver of a passenger vehicle may still make a brief stop to load or unload passengers as long as it does not block a commercial vehicle waiting to use the zone.

Section 25-194 lets the traffic engineer authorize angle loading at specific curbs, but the parked vehicle can never occupy more than one-third of the street's width, and the engineer may restrict angle loading to certain hours or days when traffic conditions require it. 00, with each day of a continuing violation chargeable separately under Section 1-14(c).
