Wilmington, NC Parking Rules: Loading Zones (2026)

Division 5 of Chapter 5, §§ 5-83 through 5-88, governs every type of designated loading zone in Wilmington. Section 5-83 is the umbrella authorization: the city manager may set apart street space as loading zones, mailing zones, passenger loading zones, school loading zones and taxi stands, and parking is otherwise barred in those spaces except as the article allows.

Section 5-85 covers commercial vehicle loading zones specifically. Once a zone is designated and signed, a vehicle may park there only for the expeditious loading, pickup or delivery of material and goods, and for no more than two hours unless the driver obtains a loading/unloading permit from the chief of police under § 5-57. Subsection (b) adds a location-specific rule: three-axle vehicles cannot load or unload anywhere along Front Street between Dock Street and Walnut Street from 11:00 a.m. to 2:00 p.m., every day including weekends.

The other loading-type zones in the division have their own limits: § 5-84 caps passenger loading zones at fifteen minutes with the driver required to stay in or at the vehicle; § 5-86 lets school buses, and only marked school buses, wait in a school loading zone up to eight consecutive hours; § 5-87 limits a mailing zone to the time needed to insert mail into an adjacent mailbox; and § 5-88 reserves taxi stands for taxicabs waiting for passengers with the driver present. Section 5-52(a)(19) separately exempts vehicles in an active downtown loading zone from the general no-parking rule for that historic district, but only during the hours the loading-zone restrictions are in effect.
