Newark, OH Parking Rules: Overnight Parking (2026)

Chapter 454 of the Newark Code of Ordinances governs the downtown parking zones, and Section 454.02(a) is the overnight rule. It sets two limits for all parking zones: a parking time limitation of two hours between 8:00 a.m. and 5:00 p.m., Saturdays, Sundays and holidays excepted, and no parking from 12:00 a.m. to 6:00 a.m. unless a pass is obtained from the Office of the Safety Director. The overnight ban is therefore tied to parking zones, not to every street in the City of Newark, Ohio.

Section 454.01 explains where those zones come from. The Service Director is authorized to establish parking zones on streets selected by Council, to install signs, to fix the time limitation for legal parking, and to determine the hours of day or night when each zone is used. The limit is shown on signs posted in close proximity to the zone, and Section 452.03(o) separately bars parking at any place where signs prohibit it or past the maximum time limited by signs.

Passes are covered by Section 454.095. The Director of Public Safety may offer them for sale, sets the price, and issues them for twelve consecutive calendar months from the date of issuance. A pass is used exclusively in properly designated public parking spaces, remains the property of the City, and its display is subject to the Director's rules. Improper parking in a permit area carries its own $30.00 fine.

Daytime zones follow Section 454.09. Two-hour free zones sit on West Main Street from Fourth Street to Third Street, East Main Street from First Street to Second Street, Second Street from Church Street to Scheidler Street, and Third Street from Locust Street to Walnut Street, and the limits run from 7:30 a.m. until 5:00 p.m., Monday through Friday, excluding listed observed holidays. Eleven-hour free spaces are capped at eleven hours per space per day. Enforcement includes entering license numbers and space numbers into a computer, and a record showing a vehicle past the allowable time is prima facie evidence of a violation.
