Newark CO §454.09 enforces 30-minute, 3-hour, and 11-hour free parking zones in the downtown core from 8 a.m. to 5 p.m. Monday-Friday (holidays excepted). There is no citywide overnight on-street parking ban, but signed time limits are enforced.
Section 454.09 (Overtime Parking) creates three downtown parking-time tiers. Three-hour zones cover most of downtown: W. Main from 4th to 3rd, E. Main from 1st to 2nd, S. Second from Church to Scheidler, 3rd from Church to Market, N. and S. Park Place from 3rd to 2nd, Church from 4th to 2nd (with carve-outs), 4th from Locust to Market, W. Main from 4th to 5th, and N. Third from Locust to Church. Thirty-minute zones run along W. Church Street and E. Church Street as posted. Eleven-hour free zones cover 5th Street, parts of Church Street, 2nd Street and 1st Street as listed in §454.09(f). All limits apply only 8 a.m.-5 p.m., Monday-Friday, excluding ten observed city holidays. Moving from one space to another in the same zone within the same period is not allowed.
