Norfolk does not impose a citywide blanket overnight parking ban but enforces the 72-hour rule. RPP zones near ODU, EVMS, and Downtown require overnight permits. Commercial districts and certain marina lots prohibit overnight street parking.
Unlike some Hampton Roads cities, Norfolk has no citywide overnight parking ban on residential streets. The primary rule is the 72-hour limit under Norfolk City Code Β§40-87 which prohibits any vehicle remaining in one spot on a public street for more than 72 consecutive hours. In Residential Permit Parking zones (Ghent, Freemason, Downtown edges, ODU, EVMS), overnight parking from roughly 5 PM to 7 AM requires a valid RPP sticker or guest pass. Commercial districts on Granby, Colley Avenue, and Waterside have posted no-overnight-parking zones to support street sweeping and event load-in. Tow-away zones are active around Scope Arena and Chartway Arena during events. Beach area streets in Ocean View and Willoughby have summer parking restrictions.
72-hour violation: $40 citation plus potential tow ($150+ release). RPP zone overnight without permit: $40-$75.
