Norfolk Zoning Ordinance prohibits the parking or storage of commercial vehicles exceeding 3/4-ton rated load capacity, semi-tractors, trailers, and construction equipment in residential (R-district) zones. Box trucks, dump trucks, and delivery trucks cannot be parked on residential streets or in residential driveways overnight. Vehicles displaying commercial signage exceeding allowed size may also be restricted. Exceptions apply to actively loading/unloading (brief duration) and to government and military vehicles on official business, which is significant given Norfolk Naval Station, NEX contractors, and shipyard workforce. Service vehicles for home calls (plumber, HVAC) are permitted during active service. Taxis, rideshare, and utility (Dominion Energy, Cox, Verizon) vehicles have specific carve-outs.
