Norfolk, VA Parking Rules: Street Parking Limits (2026)

Section 25-280 lists seven specific places where no one may park or let a vehicle stand, attended or unattended. A vehicle cannot sit in front of a public or private driveway, or within three feet of the driveway entrance, unless a sign says otherwise. Parking is barred on any improved or unimproved strip between the paved roadway and the private property line, though the code carves out an exception for unimproved rights-of-way that have no curb and gutter and no posted sign against it. The hydrant buffer runs 15 feet in either direction from a fire hydrant or a fire station entrance.

Near intersections, the no-parking zone extends 20 feet from the intersection of curb lines, or, where there is no curb, 15 feet from the intersection of the property lines. The code also protects safety zones, barring parking between a safety zone and the adjacent curb, or within 20 feet of the curb point directly opposite the end of a safety zone. Parking is prohibited within any marked pedestrian crosswalk, and wherever it would block a curb ramp on public or open private property. A final clause bars parking opposite any street or roadway space occupied by building materials, or within 20 feet of a point opposite that material.

These prohibitions trace back to Code 1958, § 29-605, and were last amended in 2007 by Ord. No. 42,795. 1-255, is cited as the state-law parallel in the annotation to this section, but Norfolk enforces its own local citation and fine schedule rather than relying on the state statute directly.
