Rockville requires a permit for overnight street parking in residential permit zones. Permits cost $15 for three years. Snow emergency routes must be cleared during declarations.
In Rockville residential permit parking zones, a valid permit is required to park on the street overnight. The residential parking permit costs $15 per vehicle for a three-year renewal cycle. Two visitor parking permits are provided at no additional cost with each household permit purchase. In areas outside designated permit zones, overnight on-street parking is generally permitted unless restricted by posted signs, temporary construction restrictions, or snow emergency declarations. During declared snow emergencies, vehicles must be removed from snow emergency routes to allow plowing operations. Vehicles left on snow emergency routes during a declared emergency may be towed at the owner's expense. The Rockville Police Department and Parking Enforcement Division jointly enforce overnight parking regulations. Vehicles parked on any public street for more than 48 consecutive hours without moving may be treated as abandoned regardless of permit status.
Parking overnight without a permit in a restricted zone results in a parking citation. Vehicles on snow emergency routes during declared emergencies may be towed. Vehicles stationary for over 48 hours may be tagged as abandoned.
