Woodbury bans all on-street overnight parking from 2 a.m. to 6 a.m. between November 1 and April 1 under Ordinance No. 14-122, regardless of snowfall. Outside those months there is no blanket overnight ban on public streets, though signed and state-law restrictions still apply.
Woodbury's principal overnight parking rule is its winter parking ordinance, Ordinance No. 14-122. It prohibits on-street parking from 2 a.m. to 6 a.m. from November 1 through April 1, and the city stresses that this ban applies even when there is no snow on the ground. A second, independent provision bans on-street parking any time two or more inches of snow have accumulated until the street has been completely plowed, which can apply at any hour and any time of year. Both rules apply only to public roadways; private streets, marked with blue street signs, are exempt. Residents who violate the ordinance are issued an administrative citation. Outside the November-to-April window, Woodbury does not impose a citywide overnight ban on public streets, but Minnesota Statutes Sec. 169.34 still prohibits parking near hydrants, driveways, and crosswalks at all hours, and posted signs may add local restrictions. Vehicles left in one place too long may also fall under abandoned-vehicle rules. The city advises clearing the road in front of mailboxes after plowing and keeping trash and recycling carts behind the curb so plows are not obstructed.
Parking on a public street between 2 a.m. and 6 a.m. from November 1 to April 1, or any time two or more inches of snow have accumulated before plowing is complete, results in an administrative citation under Ordinance No. 14-122. Vehicles may also be subject to towing to clear streets for plowing.
