Kalamazoo, MI Parking Rules: Preferential Parking Districts (2026)

Added by Ordinance No. 2090 on August 12, 2024, § 36-187 creates Kalamazoo's neighborhood overnight parking permit program. Section 36-187(A) lets the Traffic Engineer designate specific blocks of specific streets where overnight parking between 2:00 a.m. and 6:00 a.m. is allowed only with a permit, and requires signs posted in the designated area. Section 36-187(B) puts the City Manager, or a designee, in charge of developing, supervising, administering and enforcing the permit program, including authority to contract out its administration. Residents of a designated zone may apply for a permit for their own vehicle and separate permits for guests; the Deputy Director of Community Planning and Economic Development sets the permit periods and the application form.

Section 36-187(B)(2) allows a fee for the permit, set by City Commission resolution rather than fixed in the code itself. Section 36-187(C) lists three violations: parking in a permit zone without a valid permit, making a false or misleading statement on a permit application, and failing to report a change of residence or vehicle ownership within 15 calendar days. The first is treated as an ordinary parking violation under the § 36-185 fine schedule; the latter two are municipal civil infractions punishable by a fine of not more than $100.
