Noblesville, IN Parking Rules: Preferential Parking Districts (2026)

Sections 72.65 through 72.74 of the Noblesville Code, first adopted by the Common Council under Ordinance 73-10-89 on December 15, 1989, create the city's residential on-street parking permit program, its closest equivalent to a preferential parking district. To qualify, an occupant must live in a residentially zoned area posted for restricted parking and must lack an off-street space, defined under § 72.72 as space for the vehicle plus adequate access to it. The application, filed with the Noblesville Police Department or the third-party enforcement company the Board of Public Works & Safety contracts with, must list the applicant's name, address, phone, and email, plus the year, make, model, color, and license plate of the car, and a valid driver's license must be shown.

Section 72.70 sets the fee at $30 a year, prorated through the year as needed, and § 72.69 expires every permit on December 31, requiring renewal before that date. Section 72.72 caps issuance at one permit per residence, restricts the reserved space to passenger vehicles, bars subleasing the space outside the household, and requires the permit holder to buy and maintain a $75 standard sign from the Street Department. Denied applications may be appealed to the Board of Public Works & Safety, whose decision is final, and the Police Department or its contractor can revoke a permit and forfeit the fees paid for a violation of the program's rules.

Parking in a permitted space without a valid permit draws the fine set for § 72.74 in the citywide fine schedule at § 132.02, plus possible forced removal of the vehicle.
