120 governs vehicles 'parked, stored or maintained' on residential property in Norwalk's R-1, R-2, R-3, R-H and C and O zones. Subsection A lets automobiles, buses, motor homes, motor trucks, vans, mounted campers, camp trailers, boats on trailers and tent trailers sit in a front yard, side yard, corner-lot rear yard, or any yard visible from the public right-of-way, but only if each vehicle is fully operable on inflated tires, currently registered for use on public streets, owned or leased by a resident of the property, kept clean and not under continuous repair, no heavier than a one-and-one-half-ton load capacity if it is a truck, and parked entirely within the lot on an approved residential driveway or parking space with no overhang into the right-of-way.

Subsection B adds size caps for vehicles parked in a front or side yard when there is no rear-yard access: no more than one such vehicle per yard, buses limited to 18 adult passengers, motor homes capped at eight feet of width and 32 feet of length, and unmounted campers set on lockable dollies no more than 12 inches off the ground. Parking a larger area than the driveway, or orienting a vehicle any way other than perpendicular to the street, requires separate site plan approval.

Subsection C relaxes the rules for a rear yard or other unregulated portion of the lot, so long as the vehicle is resident-owned, clean, not under continuous repair and entirely on the property. Subsection D lets an authorized tow truck park in a side yard only with a City towing permit, an overweight-vehicle permit from Public Works for rigs over three tons, and a bona fide 24-hour emergency-service contract with CHP, the Sheriff, or an insurer.
