Section 107-9 of Bethel's traffic code imposes a yearly winter parking ban that runs automatically from November 15 through April 15 the following year, without the Town needing to declare an emergency for any individual storm. so that snowplowing, when required, will not be impeded. The Town phases in enforcement: parking warnings are issued during the first week of the ban, and starting November 22 the Police Department can begin writing tickets. A vehicle caught parked on a public street during the banned hours draws a $10 fine, payable to the Clerk of the Police Department within 30 days of the violation.

Section 107-10 backs the fine with a presumption of owner liability, making the registration plate on file prima facie evidence that the registered owner parked the vehicle where the violation occurred. Because the restriction is chapter-wide rather than street-specific, it applies Town-wide to every public street rather than to a posted list of snow-emergency routes, and it runs on the calendar, not on a storm-by-storm declaration. Vehicles that are towed for blocking plowing operations elsewhere in Chapter 107, such as those obstructing traffic or parked in violation of a posted restriction, remain separately subject to the towing and impoundment provisions of Section 107-12.
