Bloomington, IL Parking Rules: Snow Removal Parking Rules (2026)

Section 29-1417, the Snow Emergency Ordinance, lets the Director of Public Works, or a designated representative, put a parking prohibition into effect on some or all of the City's Snow Routes whenever falling snow or ice, or a National Weather Service forecast of two inches or more of snow or a half inch or more of ice, makes plowing or other winter maintenance necessary. Once declared, the Director must announce the prohibition, including when it starts and which streets it covers, by broadcast or telecast before it takes legal effect, and the ban stays in force until the Director announces it is terminated.

" Once the prohibition is in effect, Bloomington Police Department officers may tow any vehicle found parked on a Snow Route, or stalled there and not being removed, to a City-designated storage area; an owner who cannot be identified triggers a written report to the Illinois Secretary of State, and recovering the vehicle requires proof of identity, a signed receipt and payment of towing and storage costs, which become a lien on the vehicle. A related provision lets residents park in their own front yard for up to 24 hours after a snow emergency ends if street parking would otherwise be legal there and the property has no usable driveway.
