Cheyenne, WY Parking Rules: Snow Removal Parking Rules (2026)

Chapter 10.72 of the Cheyenne City Code gives the decision to the mayor or the director of public works. Under Section 10.72.010, either official declares a snow emergency on finding an accumulation of two inches of snow together with one of the listed conditions. The first condition is additional snow actually falling or anticipated. The second is wind actually blowing or gusting at twenty-five (25) miles per hour or more. Snow depth alone is not the test in Cheyenne. The 2 inches on the ground must be paired with continuing snowfall or that level of wind, and the forecast window the city looks at is the next 48 hours.

Once a declaration is made, Cheyenne announces it through two or more local radio or TV stations. The emergency rules take effect 2 hours after the announcement, or at 7 a.m. if the declaration is made overnight. A driver parked on one of the designated snow emergency routes, which are listed in Schedule J, has that window to move the vehicle before the emergency rules apply.

The code states that designated snow routes will be the first streets cleared in any snow storm. That wording reaches every storm in Cheyenne, not only a declared emergency, so the Schedule J streets are plowed ahead of the rest of the street network.

Section 10.72.040 covers removal. Any vehicle in violation of Section 10.52.030 of the city code that is left unattended for a period of two hours or more may be removed, and the city does not have to give the owner prior notice before the tow.

Sidewalks are handled separately under Cheyenne's nuisance code. Property owners and occupants have 24 hours after a snowfall to clear snow, ice, or slush from the sidewalks abutting their property.
