Pawtucket, RI Parking Rules: Snow Removal Parking Rules (2026)

Article IX of Chapter 388, added in 2018, governs winter and weather emergency parking. Section 388-29 prohibits all parking on all streets and highways of the city during a winter storm or other weather emergency, triggered by a joint declaration of the Public Works Director and the Public Safety Director (or their designees), and the ban runs until that emergency is declared over. Section 388-31 requires the city to publish a notice in local newspapers, including non-English papers, in late October warning residents the seasonal ban is coming, and to issue timely warnings through press, radio, television, the city website and social media whenever snowfall is expected to reach a two-inch depth.

Section 388-32 lets the city designate temporary parking areas during the ban, at the owner's risk with no city liability for damage, and separately allows residents to park on nonpaved areas of their own residential property with the owner's permission during the ban and for up to 24 hours after it lifts, so long as the vehicle does not block or sit on a sidewalk. Article X then sets the general year-round rule that on-street parking is allowed on both sides of city streets 24 hours a day except where a street already carries posted restrictions, under § 388-33.
