Wayne County Code Chapter 71, the Snow Emergency Ordinance of Wayne County, Indiana, lets the Board of Commissioners declare a snow emergency whenever falling snow, sleet, freezing rain, or a National Weather Service forecast of the same makes it necessary to expedite or prohibit traffic and to prohibit or restrict parking on county roadways for plowing, per § 71.03(A). Once declared, § 71.03(B) bars any person from parking or allowing a vehicle to remain parked on any roadway portion covered by the emergency, and the ban stays in force until the Commissioners announce it is terminated.

Section 71.04 separately requires the operator of any stalled vehicle, snow emergency or not, to take immediate action to have it towed or pushed off the roadway, and forbids abandoning it there except while briefly securing help from a nearby phone or garage. Under § 71.05, the Commissioners must publicly announce each declaration by radio broadcast covering the county, and may add newspaper notice, stating when the order takes effect and which roadways or areas it covers. ROADWAY is defined in § 71.02 as the full width of any publicly maintained way open to vehicular travel in the unincorporated areas of the county, so incorporated towns like Richmond and Centerville set their own snow rules.

Violations of §§ 71.01 through 71.10 carry a fine of not more than $150 and not less than $10 under § 71.99(B), with the general county penalty in § 10.99 applying to any unspecified violation of the chapter.
