On-street parking in Essex County is regulated by each municipality and by NJ Title 39. The county's own parking authority is limited to county park roads and to emergency no-parking declarations on public roads within its jurisdiction.
General on-street parking, meters, permit zones, and time limits are municipal matters under NJ Title 39; Essex County does not run a countywide residential street-parking program. The county does regulate parking on roads inside its parks and can impose emergency restrictions. Its emergency ordinance states: "Upon declaration of an emergency pursuant to this article, there shall be no parking upon public roads or portions of public roads where temporary emergency no-parking signs have been erected." Signs must be posted within 48 hours, which counts as reasonable notice, and violating vehicles may be towed at the owner's expense.
Municipal parking fines typically $25 to $100. Emergency-zone vehicles may be towed and the owner billed the contractor's removal and storage rates.
