08(B)(1) is the county's general obstruction rule: no one may park a vehicle on a street or alley in a manner or under conditions that leave available less than 10 feet of roadway width for free movement of traffic. The section defines STREET broadly, as the entire width between the boundary lines of any publicly maintained way open to vehicular travel, including an alley, so the 10-foot clearance applies to alleys as well as streets. A related clearance rule in division (B)(6) forbids parking any vehicle over 7 feet high within 80 feet of an intersection, again except when loading or unloading under the chapter.

INTERSECTION is defined in division (A) as the area within the prolongation of lateral curb lines, or lateral boundary lines where there are no curbs, of two streets that join at or near a right angle, or the area where vehicles from different streets may conflict. The Sheriff or Howard Traffic Commission may issue a limited-time exception for specific purposes under division (B)(9). This section, adopted by BCC Ordinance 2001-59, governs unincorporated Howard County roads outside Kokomo, Greentown, and Russiaville, which set their own parking rules.
