On-street parking in Indianapolis is governed by Chapter 621 of the Code of Indianapolis and Marion County (Title III) and, as a backstop, Indiana Code Title 9, Article 21, Chapter 16. City Sec. 621-108(a) requires parallel-to-curb parking with the curbside wheels within twelve (12) inches of the curb, headed in the direction of permitted traffic flow, except where angle parking is specifically posted. Section 621-117 makes it unlawful to park or leave any vehicle standing for longer than six (6) hours on any street, alley, highway, or public place without the written consent of the abutting owner or tenant. Indiana, which preempts the basic stopping/standing rules, prohibits in IC 9-21-16-5 stopping, standing, or parking on a sidewalk, in front of a public or private driveway, within an intersection, within fifteen (15) feet of a fire hydrant, on a crosswalk, within twenty (20) feet of a crosswalk at an intersection, within fifty (50) feet of the nearest rail of a railroad crossing, and at any place where official signs prohibit stopping. A violation of the state parking chapter is a Class C infraction (IC 9-21-16-9).
Illegal street parking is enforced as a civil ordinance violation through the City of Indianapolis ordinance violations bureau; the registered owner is prima facie liable when the operator cannot be identified (Sec. 621-103).
