Putnam County, FL Parking Rules: Street Parking Limits (2026)

Section 42-31(a) prohibits parking a vehicle, occupied or not, within any public right-of-way in the unincorporated county except temporarily while actually loading or unloading merchandise or passengers, and separately bars any parking that violates F.S. § 316.1945(1), the state's general stopping-and-standing statute. "Public right-of-way" is defined in section 42-29 as the entire width between the boundary lines of any right-of-way open to public vehicular traffic, so the ban reaches shoulders and unpaved margins, not just the traveled roadway. Exceptions in section 42-31(b) cover government vehicles, vehicles actively providing a public service such as garbage trucks, postal vehicles, private mail carriers, couriers and emergency rescue vehicles while performing that service or working in the right-of-way, and any vehicle properly parked in an area a unit of government has designated as a lawful parking area.

Enforcement under section 42-32 runs through the sheriff, deputy sheriffs and code enforcement officers, who may cite anyone hindering enforcement of the article as well as anyone parking illegally. A separate section, 42-30, sets a flat $100.00 civil penalty specifically for parking in a posted disabled-persons parking space, on top of the general right-of-way rules.
