On-street stopping, standing, and parking in Springfield is governed by Chapter 79 of the City Code of Ordinances together with the Illinois Vehicle Code (625 ILCS 5/11-1303). Vehicles may not block traffic, park within an intersection or crosswalk, within 15 feet of a fire hydrant, or in any place posted with official no-parking signs.
Springfield's Public Works Traffic Division enforces on-street parking under Title VII, Chapter 79 of the City Code, which mirrors the prohibited-places list in the state Illinois Vehicle Code (625 ILCS 5/11-1303). City Code Sec. 79.20 prohibits stopping, standing, or parking within an intersection, on a crosswalk, on a bridge or viaduct, within 30 feet of a traffic signal on the approaching side, within 20 feet of any intersection or crosswalk, within 15 feet of a fire hydrant, within 50 feet of the nearest rail of a railroad grade crossing, on any sidewalk or parkway, in any posted fire or emergency lane, and at any place where official signs prohibit parking. Sec. 79.04 separately requires that a parked vehicle leave at least 15 feet of roadway clear on a two-way street (10 feet on a one-way street) for the free movement of traffic. Official signs erected by the city traffic engineer conform to the State of Illinois Manual on Uniform Traffic Control Devices.
Parking citations are enforced by the Springfield Public Works Traffic Division and adjudicated through the city's administrative process. Standard violations carry fines set by ordinance; the special school-zone restriction on Yale Boulevard next to Harvard Park Elementary carries a $250 fine. Under state law (625 ILCS 5/11-1303), parking on railroad tracks carries a mandatory fine of $500 or 50 hours of community service.
