The vehicle shall in no event be parked within the traffic lane between the hours of 4:00 p.m. and 5:30 p.m... or for more than ten minutes in any instance between the hours of 8:00 a.m. and 4:00 p.m. However, the privilege conferred by the provisions of this paragraph between the hours of 10:00 a.m. and 4:00 p.m. shall not extend to nor apply to any semi-trailer truck or to any tractor and trailer truck.
