Irvine, CA Privacy & Surveillance: Security Camera Rules (2026)

Section 5-9-522 of the Irvine Uniform Security Code applies to "all convenience stores, mini markets, and liquor stores, as defined in the Irvine Zoning Ordinance," and requires a camera surveillance system capable of viewing and recording events inside the premises. The list is specific: a minimum of one high-definition color camera at each cash register, mounted no higher than seven feet, capturing a straight-on face shot of the customer from waist to head; a second HD camera mounted no higher than nine feet covering the full-length side view of the register area and public entrances/exits; HD cameras on the exterior entrance/exit doors and all motor fuel islands; and HD coverage of cash-counting areas and safes.

Every camera must feed a single digital recorder capable of simultaneous recording with an accurate date-and-time stamp, and recordings must be retained for a minimum of 30 days. The recorder itself must be locked in a cabinet in the office, off the sales floor, with the cabinet key kept secured and out of plain view. A parallel, tougher standard applies to self-storage facilities under Section 5-9-523: cameras must cover the vehicle entrance/exit gate (readable license plate and driver's face), all building entrances and exits, and recordings must be kept for a minimum of 60 days and made available to the Irvine Police Department within one hour of a request tied to a criminal investigation. Neither section reaches single-family residential doorbell or yard cameras. Irvine has not adopted a residential camera-registry or police-partnership ordinance in its municipal code.
