Waterloo, IA Privacy & Surveillance: Security Camera Rules (2026)

Waterloo City Code section 5-4-3 has required every convenience store or business open between 6:00 P.M. and 6:00 A.M. to run a functioning surveillance camera during those hours since January 1, 1994. Businesses that already installed a camera in the six months before October 1, 1993 got a delayed upgrade deadline of January 1, 1996. Section 5-4-3.B sets minimum specifications: the camera must record color images and be positioned to film everyone entering and leaving the store and anyone within five feet of each cash register, installed by a trained technician.

Under section 5-4-5, the Chief of Police or a designee can demand an inspection report from a qualified technician certifying the equipment works. Section 5-4-4 separately requires a clear line of sight from outside into the store, so window signage cannot substantially block visibility. A business can ask the police chief for an exemption under section 5-4-6 by showing it has alternate security measures that are as effective; a denial can be appealed to the city council within 14 days. Section 5-4-7 makes any violation of the chapter a municipal infraction, punished under section 1-3-2C, in addition to court-ordered abatement or injunctive relief.
