Little Elm enforces strict property maintenance standards under the IPMC and local code. Properties must be free of junk, debris, broken windows, peeling paint, and other blight conditions.
Little Elm adopts the International Property Maintenance Code (IPMC) and supplements it with local standards in Chapter 18 (Buildings and Building Regulations) and Chapter 26 (Environment). Properties must be free of accumulated junk, rubbish, salvage materials, and inoperable vehicles visible from public areas. Exterior walls must be maintained in good repair without holes, breaks, or loose siding. All windows and doors must be intact with no broken or missing glass. Peeling or flaking paint on exterior surfaces constitutes a violation. Yards must be free of debris, abandoned appliances, and stored building materials not associated with an active permitted project. The city operates a proactive code enforcement program and also responds to citizen complaints. Under Texas Local Government Code Section 214.902, the city may pursue civil penalties and abatement for substandard buildings. HOA communities like Paloma Creek and Union Park layer additional design guidelines on top of city code requirements.
Fines up to $2,000 per day for continued violations. The city may abate nuisance conditions and place a lien on the property to recover costs.
