The City of Selma addresses property blight through its nuisance abatement provisions in Municipal Code Chapter 8-7 and the general penalty provisions of Chapter 1-4. Conditions constituting blight include accumulation of trash, debris, junk, inoperative vehicles, overgrown vegetation, graffiti, and deteriorated structures that endanger public health or safety. Code Enforcement officers identify violations and issue courtesy notices for first and second offenses, giving property owners an opportunity to correct conditions before citations are issued. For third and subsequent offenses involving similar nuisances, no courtesy notice is required and the abatement process begins directly with a citation. The Community Development Director oversees enforcement and may authorize city-performed abatement when owners fail to act.
Citations require appearance before Municipal Court, which may impose fines per the adopted fine schedule plus court costs. If the city abates the nuisance, all costs become a lien against the property under SMC 8-7-6. For second or subsequent violations within two years, the city may seek treble costs under Government Code 38773.7. Liens must be paid within sixty days or they attach to the property.
