Bayonne, NJ Property Maintenance: Snow & Sidewalk Clearing (2026)

Bayonne City Code § 25-5a requires the owner, occupant or tenant of premises abutting or bordering any street to remove all snow and ice from the abutting sidewalks or the right-of-way actually used by the public; where ice is frozen solid enough that removal is impractical, the responsible party must instead cover it thoroughly with sand, ashes or salt, and both duties run within 24 hours of daylight after the snow falls or the ice forms. Section 25-5b extends the identical 24-hour clearance duty to owners, occupants or tenants of premises used by the public or business invitees, covering sidewalks, streets, rights-of-way and parking areas used in the transaction of business.

Section 25-5c separately bars anyone, including an abutting owner or occupant, from placing, depositing, throwing or shoveling snow or ice back onto a portion of street the City or another government agency or franchised transit utility has already cleaned or plowed, and § 25-5d makes an owner or occupant liable for allowing any other person to do the same. Enforcement of the removal duty runs through the same Chapter 25 officials named in § 25-6, the City Engineer, Chief of Police, Health Officer, Director of Public Works and Building Division, who under § 25-8 may also abate an unshoveled sidewalk themselves after notice and a chance to cure, certifying the cost as a lien on the property collected like unpaid taxes.
