Whenever any portion of a sidewalk is covered with snow or ice, which has fallen or been deposited during the night, the tenant or occupant of the building or land abutting on such sidewalk, or, in case there is no occupant of such building or of such land, the owner or person having the care of the same shall cause such snow or ice to be removed before 8:00 a.m., and in case such snow or ice has fallen or has been deposited during the daytime, the same must be removed within two (2) hours after the formation of such ice or the cessation of the snowfall.
