Waterloo City Code section 7-1-2(B), within the chapter on prohibited acts and conditions affecting streets and sidewalks, places the duty to clear snow and ice squarely on the abutting property owner. Once accumulation reaches two inches or more, owners within a three-block radius of a school or hospital have just 24 hours to clear it; everywhere else in the city outside the Downtown Business District, the window is 48 hours. If a later snow event adds to the pile, the clock does not reset from the original snowfall, so owners cannot use fresh snow to buy more time on an older, uncleared accumulation.

Where removal genuinely is not reasonable, for example ice bonded to the concrete, the owner must instead spread sand or another abrasive material to keep foot traffic reasonably safe and must maintain that condition until conditions allow full removal. The Downtown Business District, bounded by Franklin, 6th, Washington, and 1st Streets, carries a tighter regime under subsection B(3): businesses and owners there get only 24 hours regardless of proximity to a school, must use salt or an abrasive, must clear the sidewalk's full length and width, and must pile cleared snow two feet past the curb in the parking area rather than the roadway, for pickup by city crews. Public Works and code enforcement administer these deadlines citywide.
