Arcadia, CA Property Maintenance: Vacant Lot Maintenance (2026)

Section 9402.6 of the Arcadia Property Maintenance and Nuisance Abatement Code lists the conditions that make real property substandard, and four of them govern an empty lot. Subsection I covers weeds or dead vegetation on the premises or adjacent parkways. Subsection J covers vegetation excessively overgrown so as to constitute a fire, health or safety hazard. Subsection K covers an accumulation of debris or equipment that is not lawfully screened from view from adjacent property. Subsection N covers soil in such a condition that dust clouds form when it is disturbed. Subsection P adds overgrown vegetation that is unsightly and likely to harbor rats or vermin, and dead, decayed or diseased trees and weeds. The section prints no mowing height or calendar deadline: the test is whether the vegetation is weeds, dead, or a hazard.

The rules reach vacant land because Section 9402.4 defines premises as a lot or parcel, improved or unimproved, and Section 9403 puts the duty on the owner, responsible party, lessee or occupant to keep any lot, parcel, tract or piece of land, improved or unimproved, free of substandard conditions. A lot that becomes a refuge for coyotes, vermin or other wildlife is substandard under Subsection W.

Enforcement follows Section 9404. Code Services staff or the Building Official serve a Notice of Violation with a 14 day correction order, and the owner can appeal in writing to the Development Services Director within fourteen days. Section 9404.6 allows summary abatement when the owner cannot be readily found. Section 9407 adds a registration program for non-operating commercial or industrial property, including vacant properties: the owner registers within thirty days of an order to register, pays an annual fee, and must keep a 24-hour local contact. The Director can waive registration for a lot that is adequately secured and maintained.
