4 of the Property Maintenance Code governs natural growth Township-wide. Subsection (a) bars weeds or plant growth over 10 inches on any premises or exterior property, defining weeds broadly as grasses, annual plants and vegetation other than trees or shrubs, and excluding only maintained cultivated flowers and gardens. Subsection (e) speaks directly to vacant land: it is the responsibility of the owner of any vacant or undeveloped land to maintain the property at a minimum of 10 feet from any right-of-way, including cutting grass and weeds, trimming and pruning trees, and maintaining a sight line.

3 backs this with a general duty that all vacant structures and vacant land be kept clean, safe, secure and sanitary so as not to cause a blighting problem or affect public health or safety. 4 may be resolved by a guilty-by-affidavit plea and a $50 fine through Cherry Hill Municipal Court, while a second or subsequent offense must be scheduled for a court appearance and carries a fine of not less than $100 nor more than $500, plus possible court costs, with each day of continued violation a separate offense.

Subsection (f)(3) further requires the violation to be corrected by the notice date and properly maintained afterward, or the owner faces an additional citation and another Municipal Court appearance. A separate provision, Section 15-62, lets the Township remove brush, weeds, dead trees, stumps and debris itself within 200 feet of any building after 10 days' notice if the owner or tenant fails to act, then bills the cost as a lien on the property.
