Vacant-lot owners in San Angelo must keep grass, weeds, and brush under 12 inches and free of junk and dumping. The city gives seven days after notice, then mows or clears the lot and liens the cost.
Sec. 7.02.063 makes it unlawful to let uncultivated grass, weeds, or brush exceed 12 inches on any lot, occupied or vacant, and to let vegetation grow across the adjacent sidewalk or street. Affirmative defenses cover pasture, cultivated gardens, and undeveloped tracts more than 100 feet from a structure and 15 feet from the curb. Sec. 7.02.064 bars junk and debris accumulation, and sec. 7.02.062 prohibits dumping on vacant land. After written notice giving seven days to comply, the city may mow or clear the lot and lien the cost with ten percent interest; weeds over 48 inches posing an immediate danger can be cut without notice.
The city abates non-compliant lots and liens mowing and cleanup costs at ten percent interest. Fines reach $500, or $2,000 for sanitation and dumping offenses, under sec. 1.01.009, each day a separate offense.
