Vacaville Municipal Code Β§8.10.060 requires the owner of any foreclosed or vacant building to register the property in the City's monitoring program within thirty days of the building becoming vacant. Registrants must secure the structure, maintain the landscaping and exterior, secure pool barriers, remove exterior trash and abandoned personal property, regularly remove newspapers and flyers, and notify Code Enforcement in writing of the responsible person and phone number. Weeds and dry vegetation on any lot are separately regulated by Chapter 8.04 (Abatement of Weeds and Rubbish).
Section 8.10.060 of the Vacaville Municipal Code requires any owner of a foreclosed or vacant building to register the property in the City's monitoring program within thirty days of the building becoming vacant. The owner, property manager, lender, or anyone having charge or possession of the property must (1) secure the structure, (2) maintain the landscaping and the exterior of the structure, (3) secure access gates and maintain the pool barrier, (4) keep pool water clean, clear, and free of debris or drain it and keep it dry, (5) remove exterior trash and debris, (6) remove exterior abandoned or discarded personal property, (7) regularly remove newspapers, circulars, and flyers (except those required by law), and (8) notify Code Enforcement in writing of the person in charge of the property and their phone number when the property is vacant or anticipated to be vacant for thirty days or longer. Vacant lots without structures, including weed-overgrown parcels, are addressed by Chapter 8.04 (Abatement of Weeds and Rubbish), which requires removal of dry vegetation, weeds, rubbish, and other fire hazards. Weed Abatement inspections are conducted by Code Enforcement on or about June 1 each year; non-compliant parcels can be abated at the owner's expense with costs recorded as a lien or special assessment under Chapter 1.28.
Failure to register under Β§8.10.060 or to maintain the property in accordance with its requirements is enforced under Chapter 1.28 with administrative citations and cost recovery. Weed-abatement non-compliance triggers City abatement at the owner's expense with costs assessed as a lien against the parcel.
