65 defines "aggressive or abusive manner" solicitation to include ten enumerated acts: coming within three feet of a solicited person before they've indicated a donation, blocking or impeding their path, following them after they've declined, continuing to ask after a refusal, approaching someone entering or exiting a vehicle, performing an unrequested service on a vehicle (washing, guarding) and then demanding payment, threatening physical harm, using profane or abusive language, touching the person without consent, or any conduct that would make a reasonable person fear for their safety.

020(A) makes aggressive or abusive solicitation unlawful in any public place, defined broadly to include sidewalks, streets, parks, plazas, and building entrances regardless of public or private ownership. 020(B) separately bars soliciting someone who is in a "prohibited place": a bus stop, transit vehicle or facility, public parking lot or structure, within ten feet of an ATM, a line of two or more people waiting to enter a business or buy tickets, or an outdoor dining area or drive-through lane. "Solicitation" is defined to include an in-person request for an immediate donation, and reaches a purchase priced far above an item's value where a reasonable person would understand it as effectively a donation. 66.
