Sec. 20-76 makes it unlawful to be in a public right-of-way to solicit from a vehicle's occupant at any time other than a permitted solicitation week, which runs the first Monday through the following Sunday of May, July, September, and December each year. A permit from the city secretary's office is required before anyone solicits in Killeen at all, solicitation is limited to daylight hours between dawn and dusk, and no one younger than eighteen may solicit or cause a child ten or younger to do so.

A permit runs no more than three days a year in one-day increments (Sec. 20-84) and can be revoked, or a new application denied, for false statements, a theft or fraud conviction tied to the solicitation, or creating a traffic safety hazard (Sec. 20-85), barring the solicitor from reapplying for the rest of that quarter and the next three quarters. A denied or revoked applicant may appeal to the city manager within ten business days (Sec. 20-86).
