Section 13-42 makes it an offense to smoke in a 'public place' as broadly defined, in any enclosed area of a city-owned, leased, or operated building, facility, or vehicle, in an enclosed workplace, or within 15 feet of an entrance, operable window, or ventilation intake of a smoke-free enclosed area, though that 15-foot buffer doesn't reach a public roadway. Section 13-44 carries the ban outdoors to specific places: the seating, bleachers, and grandstands of outdoor arenas, stadiums, and amphitheaters, plus their dining, concession, restroom, and service-line areas; the outdoor patio of the Stonetree golf clubhouse; inside the fenced area of a public swimming pool; and playgrounds in public parks.

Section 13-45 carves out exceptions for private dwellings, designated hotel and motel smoking rooms capped at 25 percent of a property's rooms under Section 13-46, retail tobacco stores, certain nursing-home rooms, unlisted outdoor workplace areas, licensed bingo halls with a ventilated smoking area and no one under 18 admitted, fraternal-organization private events, bars, pool halls, and bowling alleys during adult league play. Section 13-43 requires a proprietor who sees a violation to tell the smoker to stop, then to leave if they refuse, then to report the holdout to the building official, police, or fire department.

Section 13-50 requires posted 'no smoking' signs at every entrance and removal of ashtrays from smoke-free areas, though a missing sign is not a legal defense. Section 13-51 separately makes it an offense to retaliate against anyone who reports a violation.
