Killeen, TX Public Conduct: Skateboarding Rules (2026)

Killeen Code of Ordinances Sec. 28-190 treats skateboards the same as roller skates, coasters and other toy vehicles under Article VII's rules of the road. Subsection (a) forbids taking any of these devices onto a roadway at all, except while crossing at a marked crosswalk, where the rider gets pedestrian rights and duties; the ban lifts only on a street the city has formally designated a play street. Subsection (b) adds a second absolute prohibition: no skating in, on or along the sides, walls, linings or aprons of any storm sewer, storm drain or ditch channel, closing off a popular improvised skate spot.

Subsection (c) is the sidewalk rule that gives the ordinance its bite: no person on a skateboard, roller skates, coaster or similar device may go, travel or skate on a sidewalk within a business district, full stop, with no exception for slow or careful riding. Outside a business district, sidewalk skating is allowed but conditioned: subsection (d) requires the rider to yield the right-of-way to any pedestrian and give an audible signal before overtaking or passing one. Subsection (e) reaches into the home, making it unlawful for a parent or legal guardian to intentionally or knowingly allow a child under ten to violate any part of the section, so a parent can be cited even when the child is the one skating.

The section traces to Ordinance No. 89-54, adopted July 11, 1989, and sits in Chapter 28's traffic article next to the city's bicycle rules in Sec. 28-189. A violation defaults to Sec. 1-8's general penalty schedule, since Sec. 28-190 sets no special fine of its own.
