Section 19-31 of the Code of Ordinances, in the Parks and Recreation chapter's article on park rules, lists fourteen prohibited activities for anyone in a city park. Paragraph (13) makes it unlawful to possess or consume any alcoholic beverage, a flat ban that applies to every city-owned park regardless of time of day. The same section separately bars possessing glass containers, discharging firearms, pellet guns or BB guns, camping outside designated areas without a permit, and using amplified sound equipment without a parks and recreation department permit, so an alcohol violation is often paired with one of those companion offenses when police respond to a park complaint.

The rule sits inside Chapter 19's broader park-conduct scheme: Section 19-30 applies the city's traffic laws inside parks, Section 19-32 closes every park between 11:00 p.m. and 5:00 a.m., and Section 19-36 lets the director of community services or the police chief close a park or cancel activities outright. There is no separate permit process to bring alcohol into a park; unlike amplified sound or overnight camping, which Section 19-31 allows with a parks and recreation department permit, the alcohol prohibition carries no exception for a permitted event. Enforcement falls to park staff and Killeen police officers on patrol, and a citation can issue on observation alone without a prior warning.
