Midland, TX Public Conduct: Aggressive Panhandling (2026)

Midland Code § 9-1-13, adopted October 2025, defines a 'clear zone' as the area within 15 feet of a crosswalk, 25 feet of a signal or stop-sign intersection, a median under six feet wide, or the curb-adjacent strip of a street, and bans standing, walking, sitting, or remaining there in a way that obstructs traffic. The only exception for protest, canvassing, or religious speech requires wearing a reflective safety vest; emergency responders, permitted right-of-way workers, and people crossing at a crosswalk are also exempt. Written as content-neutral traffic-safety regulation, it functions as Midland's curb and median solicitation restriction.
