Section 13-64 defines soliciting 'in an aggressive manner' to include six specific acts: touching or physically contacting the person solicited without consent; following the person in a way intended or likely to cause fear of imminent harm or intimidate them into giving; continuing to solicit within five feet after a negative response; blocking or forcing a pedestrian or driver to take evasive action, with a rebuttable presumption of intent to block if personal items leave less than three feet of sidewalk space; using obscene or abusive language or gestures meant to frighten or intimidate; and approaching in a manner likely to cause fear of imminent bodily harm.

Section 13-65 then lists where any solicitation, aggressive or not, is barred: inside a public transportation vehicle, bus station or stop; within fifteen feet of the entrance, exit or an ATM of a bank or check-cashing business during its hours of operation; on private property once the owner, tenant or occupant has asked the solicitor to leave or posted a no-soliciting sign; and from a driver stopped in traffic or at a traffic signal, even in exchange for windshield washing or directing the driver to a parking space, though emergency repairs requested by the driver are excluded. Section 13-67 preserves picketing and legally protected protest as exceptions that cannot be treated as blocking or aggressive solicitation.
