City of Sarasota Code § 23-8 lists five acts that constitute unlawful aggressive personal solicitation in or on public parks, streets, or sidewalks: touching the solicited person without consent, persisting after a negative response, intentionally blocking a person's passage or a building or vehicle entrance, using profane, abusive or personally threatening language or gestures that would make a reasonable person fear physical harm, and directing a solicitation while another member of one's group commits any of those acts. Section 23-7 separately bars all personal solicitation, aggressive or not, at bus stops, transit vehicles and facilities, sidewalk cafes, and city parking lots and garages.
