Union City Municipal Code § 9.44.030 makes it unlawful to engage in aggressive solicitation anywhere in a public place, including streets and sidewalks. Section 9.44.020 defines aggressive solicitation to include coming closer than three feet before the person indicates they'll donate, blocking or following someone who declines, touching them without consent, or threatening or abusively provoking them. Section 9.44.040 also bans all solicitation, aggressive or not, within 25 feet of an ATM or bank entrance, transit stops, gas pumps, and within 50 feet of specified controlled intersections, including entrances to Union Landing, Union Square Marketplace, and El Mercado shopping centers.
