Whenever any resolution of the City Council, initiated by citizen petition or by the City, designates and describes any street or portion thereof as a street or in any parking facility operated by the City, the parking or standing on which shall be restricted to vehicles displaying a parking permit issued by the City, the City Traffic Engineer shall erect and maintain appropriate signs on those streets or portions thereof affected by such restriction.
