Under Chapter 10.36 the City Traffic Engineer may establish loading zones and passenger loading zones in front of a business entrance, hall or place of public assembly. In a yellow zone, between 7 a.m. and 6 p.m. on any day except Sundays and holidays, no one may stop or park except to load or unload materials, or load passengers for up to three minutes. White (passenger) zones are limited to loading or unloading passengers, or depositing mail, for up to three minutes during the same hours. Permission to load passengers includes personal baggage but never exceeds three minutes. These rules are codified at Sections 10.36.370 through 10.36.400.
Parking in a yellow or white loading zone for a non-loading purpose, or exceeding the permitted loading time, is a parking infraction enforced by parking enforcement under Chapter 10.36.
