San Leandro, CA Parking Rules: Loading Zones (2026)

Passenger loading zones in San Leandro are created administratively rather than by ordinance for each street: the City Manager or a designee establishes the zone and places markings or signs stating the days and hours the restriction runs. Once those signs or markings are up and during the posted times, § 6-1-835 makes it unlawful to stop, stand or park in the zone for any purpose other than loading or unloading passengers, and even that use is capped at no more than three minutes. This mirrors the white-curb rule in § 6-1-505(c) but is a distinct designation the City can apply to specific curb segments, commonly near schools, transit stops, hotels and downtown storefronts where quick passenger drop-off matters more than freight loading.

Because the restriction only takes effect where signs or markings are physically posted, a curb segment without either is not a designated passenger loading zone no matter how the space functions in practice. The ordinance does not set a citywide default schedule; each zone's active hours are set by the posted signage, so the same block can be a loading zone during business hours and open parking overnight if that is what the signage states. Commercial loading of freight is governed separately by the yellow-curb rule in § 6-1-505(b), so a truck dropping off merchandise in a passenger zone is not covered by the loading-zone exception and can be cited for exceeding the three-minute passenger limit.
