36, Pedestrians, sets the borders of lawful street crossing. 020 bars any pedestrian from crossing a roadway anywhere but a marked crosswalk once inside a business district, no matter how quiet the street looks. 030 still does not give pedestrians free rein: absent a marked crosswalk, a pedestrian must cross at right angles to the curb, or by the shortest practical route to the opposite curb, rather than cutting diagonally across an intersection or angling toward a destination. 010, and that section caps how many can exist: no crosswalk, other than one at an intersection, may be installed in any block shorter than 400 feet, and no more than one mid-block crosswalk is allowed per block, sited as close to the block's center as practicable.

The code names one specific exception, on Grand Avenue between State and Roosevelt Streets. 040 separately bars standing in a roadway outside a safety zone or crosswalk when it interferes with traffic, though it exempts officers, public employees and utility workers on duty. None of these sections carve out an exception for light traffic or a driver who yields; the crossing method itself is what the code regulates. 010, which makes an unspecified code violation an infraction unless the code says otherwise, so jaywalking in Carlsbad is charged like any other infraction rather than treated as a warning-only offense.
